2024 Health Insurance Premiums through Peak Health Alliance and Elevate Health Plans Partnership Will Be Most Affordable in Nine-County Service Area, Colorado Division of Insurance Data Confirms

The nonprofitPeak Health Alliance and its partner Elevate Health Plans by Denver Health Medical Plan will offer the most budget-friendly Colorado Option health insurance plans in the nine counties served for the 2024 plan year, based on comparisons of rates for all carriers released Monday, Oct. 23 by the Colorado Division of Insurance.

Peak Health Alliance and Elevate Health Plans are partnering to bring health insurance to nine rural Colorado counties: Archuleta, Park, Dolores, Grand, Lake, La Plata, Montezuma, San Juan, and Summit.

The rates for health plans offered through the Peak-Elevate partnership will be between 5-35% less than other plans offered in the nine counties, depending on the types of plans compared. This would translate to hundreds or even thousands of dollars in savings over the next year for individual consumers.

“I am excited to have the Peak Health Alliance back in the Colorado marketplace,” Colorado Commissioner of Insurance Michael Conway said. “Their approach and their work can truly benefit the communities they serve.”

The open enrollment period to sign up for 2024 coverage begins Nov. 1. Elevate Health Plans comply with the Affordable Care Act using Colorado Option plan designs. They can be purchased through Connect for Health Colorado or directly through Elevate Health Plans.

“Our model demonstrates that communities can work together to advocate for their healthcare needs and help consumers control these prices,” said Anne Ladd, CEO of Peak Health Alliance. “We truly appreciate the partnership with local providers and Elevate Health Plans, a not-for-profit mission-based organization with a strong record over more than two decades. We’re excited that we continue to set the pace in the region for affordable health insurance with robust provider networks.”

As an advocate for affordable coverage in the community, Peak Health Alliance works with healthcare leaders and medical practitioners to improve access to both medical and mental health providers through strong local networks.

Because both Peak Health Alliance and Elevate Health Plans are not-for-profit organizations, they do not have private shareholders and can focus on their missions.

Elevate Health Plans offers Bronze, Silver, and Gold Colorado Option Plans as well as a Bronze HSA plan to individuals and families who buy their own insurance. These plans are also available to businesses who elect to use an ICHRA (Individual Coverage Health Reimbursement Arrangement) for employee coverage. ICHRAs are employer-funded, tax-advantaged health benefits that allow employees to choose their own health plan.

The partnership between Peak Health Alliance and Elevate Health Plans includes:

  • $0 preventative care services
  • $0 to low-cost primary care visits
  • $0 to low-cost mental health outpatient visits.
  • Local in-network providers, including specialists, primary care doctors, and mental health providers.

Consumers can shop for health insurance plans from Nov. 1, 2023, through Jan. 15, 2024. For coverage to begin on Jan. 1, individuals will need to select a plan by Dec. 15.

Peak Health Alliance was formed in 2019 in Summit County when that county had some of the most expensive health premiums in the country. In the first three years of operations, Peak Health Alliance saved community members in eight rural mountain counties more than $16.1 million.

Those savings were achieved by analyzing health insurance claims data and other publicly available health care cost data pertinent to the communities Peak Health Alliance serves.  This analysis becomes the starting point for conversations between the community and local hospitals, medical professionals, and insurance carriers.

In Southwestern Colorado, Local First has been a key partner helping Peak Health Alliance offer affordable insurance options.
